confusion on forum posting Empty confusion on forum posting

I am confused about the work of forum posting. They give us a URL to link and an anchor text. So I am confused whether to keep the anchor text as the topic of forum and write description about it or we have to write about the website which we need to link in the forum? Please help me with this.

Remember one thing, most of the forums have a same rule that they don't allow to post the links for new users. They give permission after 7 days or you should take the permission from Admin.
