I don't no how to crate vote rating in post. Is it to press the plus key (dash key) or minus key on key board,or i have to go to a fixed button or a fixed place. Please help me.

Just press + sign in right side of post to give positive rating and - sign to give negative rating.

Is it important to create vote rating in the posts? What is the purpose of giving positive and negative rating? What is it's long term effects? Please make me clear.
